How many files can a custom GPT have?
Twenty. OpenAI's help center allows up to 20 knowledge files per GPT for the lifetime of that GPT, each up to 512 MB and 2 million tokens of text. Because the cap is counted over the GPT's lifetime, builders who keep swapping documents in and out can run out of slots and end up rebuilding the GPT from scratch.
Twenty files sounds generous until you count what a working consultant or coach actually has: a methodology deck, a few dozen client reports, workshop transcripts, a style guide, years of newsletters. People squeeze around the cap by merging everything into one giant PDF, which makes the GPT worse at finding the right passage.

Can someone use my custom GPT without a ChatGPT account?
No. A shared GPT opens only for people signed in to ChatGPT. Free accounts can use GPTs, so your client does not have to pay OpenAI, but they do have to create an account, and on the free tier they run into lower message limits than you do.
For a coach handing a workbook to a new client, or a consultant leaving answers behind at the end of an engagement, that sign-up step is where people drop off.
